World-building essay: What is the metric time used by the System Compact?

I’ve posted a world-building essay for Patrons on my Patreon site. Here’s a teaser:

“Just a hec.” Wait, how long is that? A hectoSecond is 100 seconds. That’s nearly two minutes. Did you know that a “moment” is 90 seconds?

The people of the System Compact use a metric time in which the basic time unit is the second and all other time units are powers of ten seconds. The chosen starting point for the system is 7 April 1795, the date for the first implementation of the metric system. At a particular time on 30 December 2020, there were 7,123,456,789 seconds since 7 April 1795. As this is unwieldy to read, they reformat it to be read more easily. So, a full “date” and time might be reformatted as 71.234 5:67:89. The 89 seconds on the end might not be included depending on how precise you want to be, just as a digital wall clock might not include the seconds.
